To access data on a CD-ROM, you must ensure that Exclusive mode is set to False.

In older versions of Windows, there was a subtle change between Windows 95/98 and Windows NT/2000 in that Windows 2000 now correctly prevents exclusive mode access to a read-only file.

The reason for the error is because exclusive mode requires both read and write privileges and since the system cannot get write access to the CD-ROM, an error is raised.
